Requirements Specification
Overview
Problem Statement
Managers can't see the overall skill health of their team at a glance. Trainees have no clear view of their own strengths and gaps against their role, so they can't tell which training would help them most.
Goal
Give managers and trainees a role-based dashboard that shows skill health at a glance, lets them drill down into details, and links every gap to training that closes it. Success means better skill coverage across teams and fewer compliance lapses.
Success Metrics
| Metric | Target | How measured |
|---|---|---|
| Team skill coverage | Increase vs. baseline | Avg. proficiency vs. role requirements |
| Compliance rate | Increase vs. baseline | % of required certifications current (not expired) |
| Gap-to-action rate | Increase vs. baseline | % of identified gaps with training assigned or added to a plan |
| Avg. time to completion | Decrease vs. baseline | Days from assignment to completion |
| Dashboard return visits | Increase vs. baseline | Weekly active managers and trainees on the dashboard |
Out of Scope
- Automated alerts and coaching workflows (deferred to a second pass).
- Engagement and drop-off metrics at the module level.
- Trainee ratings and feedback on completed modules.
- Administrator / organization-wide reporting.
Users

As a manager, I want high-level health scores for my team, so that I can tell in seconds where we stand.
Priority: Must
Acceptance Criteria
- AC1: Given I open my team dashboard, when it loads, then I see summary cards for skill coverage, compliance, learning velocity, average time to completion and trainees needing support.
- AC2: Given a summary card, when I view it, then it shows the current value and a trend or comparison to an earlier period where it applies.
- AC3: Given a summary card, when I select it, then I go to the matching detail tab.

As a manager, I want to see skill-need coverage per skill and which skills are bottlenecks, so that I know where to focus training.
Priority: Must
Acceptance Criteria
- AC1: Given the Skill gaps section, when I view it, then I see the share of the team at or above the required level for each skill.
- AC2: Given the Skill gaps section, when I view bottlenecks, then skills are sorted with the lowest coverage first and show how many trainees are below the requirement.

- AC2: Given I have a target role, when I switch between Current and Target, then the score and skill list update for that role.
- AC3: Given my skill list, when I view it, then each skill shows my level, the required level, and whether it is Met or how big the gap is.
US-09: See my strengths and gaps
As a trainee, I want a skill coverage map, so that I can see my strengths and gaps in one view.
Priority: Should
Acceptance Criteria
- AC1: Given the skill coverage map, when I view it, then my level and the role requirement are shown together for each skill.
